Neo Seoul is a capital of Nea So Copros, a corporate state in a dystopian future in the year 2144. It is where Sonmi-451 is found (in a corporate food chain called Papa Song within the capital).
By the 22nd century, the ocean level has risen and swallowed part of Neo Seoul. Before The Fall, the capital was entirely swallowed by the sea.
